I practice the token ring method of conversation. This is a geek thing.
In a token ring network there is a single token and as long as a computer holds the token, only that computer can transmit. Only when it gives up the token can the next computer speak.
When you're talking, you don't want to get distracted, so you look down at your shoes. Then when you're done, or you're expecting a response you look up and by doing so you pass the token on to the next person. It's a perfectly sensible way of communicating. Unfortunately most of society doesn't understand it at all. They actually expect you to make eye contact. They just don't understand efficiency.
